Best practices for Terminal Server 2008 R2

Is there a doc with best practices for Terminal Servers under ESX 4.1? I have a DL 380 G6 with 98 GB of RAM and running 1 Win2K8 R2 64 VM. The server has a reservation of 4 GB of RAM and a max of 24 GB of RAM and 2 vCPU's allocated with a max of 5600 Mhz with a reservation of 2048 Mhz.

I only get about 20 users on the server and the performance becomes extreamly bad. Now, I have seen msiexec.exe loading up the CPU and I think is related to a printer as some other documents seems to indicate, but those reference WIN2K3 servers.

I have also tested with the server with 4 vCPU's and similar results.

I did change

"MoveImages"=dword:00000000 based on the VRC group documentation, but dont know where else to look for.

Any input will be appreciated.
