New Admin User Can't SSH

Hi,

 

I need to provide Dell with some information for them to be able to perform remote SAN maintenance. Part of this information is the user name & password of a user that can cannect to hosts that are connected to the SAN via SSH. I don't want to give out the root password, so I have created a new user, who is an administrator, and want to give them these user details.

 

I have changed the secuiity profile, so SSH is enabled. However, when i try to connect to the ESX host using Putty it says access denied. I can connect to the same host using Putty if I connect as root. There is no option in ESX 4.1 to select "Grant shell access to user" as in previous versions, when you set the user up, so there must be an entry in a config file somewhere that specifies which users can connect via SSH? Anyone know where this file is, or if not a file, how I can allow SSH access to a specified user?
